Double-decker stands and when permission is granted

Short answer

When is permission granted for a double-decker stand?

Permission comes when four conditions are met together. Hall height must leave enough clearance above the upper floor and its balustrade. Structural calculations and floor plans signed by a qualified engineer must be filed with the organiser. Escape stairs, balustrade height and occupancy for the upper level must meet the regulations. Finally, an extra charge is due on the upper floor area. Applications usually close months before the show, and a late request is refused even when it is technically sound.
