Is visitor count a misleading metric

Short answer

Does visitor count show whether a fair worked?

Not on its own. Footfall measures how many people the stand stopped, not how many were talked to about business. A crowded stand may be crowded because of the refreshments; a quiet stand may be the most productive one at the show on the strength of three four-hour meetings. The number is still useful: comparing two years of the same fair, or two stand positions, it is the only practical measure of drawing power. The correct use is to put footfall beside qualified conversations and watch the ratio between them.
