What is different about building at German fairs?

The difference is that the rules are written down and checked. German venues publish detailed technical manuals; material fire classes must be certified, and structures above a stated height or anything suspended need calculations and written approval. Site access runs on passes and notifications. The density of rules does not make the build harder, it moves the effort earlier. With the paperwork complete, German halls are orderly and predictable.
