Short answer

Does a stand need a raised platform?

A platform is needed in three cases: when cables or water have to run under the floor, when the boundary of the stand needs defining visually, or when the hall floor is uneven or sloping. If none applies, a covering laid straight onto the hall floor is cheaper and faster. Where a platform is used, the step must not become an obstacle; at most venues an access ramp is a regulatory requirement.
