How does a venue constrain stand design?

Every venue publishes its own technical manual, and that document draws the boundaries of the design. Five headings appear everywhere: the maximum stand height allowed, whether anything may be hung from the roof, what load the floor will carry, the fire class required of materials, and the time allowed for build-up and tear-down. The values behind those headings differ by venue and often by hall, and they are reissued each edition. So the manual is read before design starts, and read in the edition belonging to that particular show.
